Buying Property in Israel Remotely from Abroad
There is no statute that says you must fly to Israel to buy. A lawyer-led remote close uses a power of attorney (yipui koach). An Israeli-signed land power of attorney needs a notary. One signed abroad follows the law of that place. Title still finishes at Tabu. We invent no apostille fee and no days-to-keys clock.

There is no fly-in statute
There is no statute that says a buyer must fly to Israel to complete a privately owned apartment purchase. Agency Law s.1 lets a principal authorize an agent to do a legal act in the principal's name or place. Notaries Law s.20 requires an Israeli-signed general or land-registration power of attorney to be drafted or signature-authenticated by a notary; a power of attorney given abroad follows the law of that place. Land Law s.7 still finishes the sale only at Tabu registration. Keys are Sale Law delivery, not title. The English name for that close is remote purchase — a lawyer-led close from abroad under a power of attorney. Not a visa and not a separate statute. (קנייה מרחוק). It is a journey, not a separate Act. Eligibility is still can foreigners buy: most privately owned stock, with the Israel Land Authority leasehold exception unchanged. A remote close is also not a golden visa. The July 2026 citywide median asking ₪4,850,000 (≈ $1,310,811 / €1,212,500 / £1,021,053; n = 1,037 tracked active listings) is the stake that file is about. Implied size — that median divided by apartment-scale ₪/sqm (n = 987) — is 88 sqm (950 sqft). It is not a remote-close invoice. Tracked listings are not holdings.
The instrument is a yipui koach
Agency is the authorization of an agent to do, in the name or in the place of a principal, a legal act toward a third party. Any legal act may be the subject of agency, except an act that by its nature or by law must be performed in person. The usual agent on a foreign purchase is an Israeli real-estate lawyer. The paper is a power of attorney (authorization) (ייפוי כוח). A person's agent is as that person: the agent's act, including the agent's knowledge and intent, binds and entitles the principal, as the case may be. A general power of attorney, and a power of attorney to perform land transactions that require registration in the land register, shall not be valid unless a notary drafted them or authenticated the signatures on them, as said in this Law and the regulations. This section does not apply to a power of attorney given abroad according to the laws of the place where it was given. The dedicated power-of-attorney page holds those cells. The official 2026 first-signature notary cell is ₪197 plus VAT (≈ $53 / €49 / £41). That is a Justice-Ministry tariff, not a lawyer’s drafting bill. Home-country notary and apostille — a home-country authentication some banks and the registrar ask for on a foreign-signed paper. This file publishes no apostille fee. (אפוסטיל), or signature at an Israeli consulate under s.50א, is a question for counsel in that place. We publish no apostille fee.
The money still has to move
A remote close does not skip anti-money-laundering paperwork. The usual receiving account is the lawyer’s lawyer's trust account — the usual receiving account for a non-resident purchase. Israel has no third-party escrow industry as standard. (חשבון נאמנות). That route is on transferring funds to Israel. A cross-border transfer of ₪1,000,000 or more is an automatic bank report; a cash deposit or withdrawal of ₪50,000 is another. On the July 2026 hood-panel median ticket (n = 1,251) a non-resident cash-to-close is ₪2,894,200 (≈ $782,216 / €723,550 / £609,305): ₪2,495,000 down at 50% LTV plus ₪399,200 purchase tax. That cheque is 2.9× the cross-border report line. It is a certainty at Tel Aviv prices, not an edge case. Israel has no third-party escrow industry as standard. We invent none.
| Cell | What is on disk | What it is not |
|---|---|---|
| Fly-in duty | No statute on this disk requires the buyer to enter Israel to complete a privately owned sale. | A visa, an oleh certificate, or a golden-visa programme. |
| Israeli-signed land POA | Notaries Law, 5736-1976 s.20: a notary drafts it or authenticates the signatures. | A lawyer’s drafting bill. Official 2026 first signature ₪197 + VAT. |
| Foreign-signed POA | s.20 does not apply to a power given abroad according to the laws of that place. | An official apostille or consular-fee table. We publish none. |
| Certified Tabu extract | Official 2026 cell ₪88 (item 7(a)). | Title. The extract is the file, not the registration. |
| Warning note | Official 2026 register cell ₪188 (item 13(a)(1)). | Completed ownership. Land Law s.7 still finishes at registration. |
| Builder-seller unsecured take | 7% of the price unless a 1974 listed security is given. On the citywide median asking that is ₪339,500 if. | A typical second-hand deposit. There is no official resale percent. |
Keys are still possession; Tabu is still title
A remote close does not change the two moments. Delivery of the sold asset is by placing it at the buyer's disposal. On a Tel Aviv apartment that is possession of the keys. A land transaction requires registration; the transaction is completed by registration. A transaction that was not completed by registration is treated as an undertaking to do a transaction. The lawyer files at Tabu under the power of attorney; you do not have to stand at the registrar. A Tabu entry is title, not a visa and not a marriage grant. Where the sold asset is not delivered at once, delivery is a reasonable time after the contract is concluded. If the parties agreed delivery within a stated period, the seller may set the date inside that period. In both of those cases the seller must give the buyer reasonable advance notice of the delivery date. That is a reasonable-time cell, not a published day-count. Our tracked days-on-market median is 33 days from first publication to detected removal (p25–p75 16–42; n = 94; 59.1% dated coverage of removed listings). That metric is time-on-listing. It is not a remote-close clock and not a days-to-keys statute.
Four cells stay unpublished
A fly-in statute — Agency Law s.1 is the grant; it is not a travel duty. A US, UK or other apostille fee — This section does not apply to a power of attorney given abroad according to the laws of the place where it was given. The Minister of Justice, with the consent of the Minister of Foreign Affairs, may set in regulations the fee a diplomatic or consular representative receives for those services, which may differ by country and may be set in the local currency. Those fees are paid to the State Treasury. This file does not republish a country-by-country consular table. An official second-hand deposit percent — Sale Law defaults to pay-on-delivery; the 7% cell binds a defined builder-seller. A days-to-keys remote-close clock — Sale Law s.9 prints a reasonable time, not a day-count. A remote close does not skip Sale Law s.6 good faith — that is a performance duty on the formed sale, not a fly-in clock — and it is not a statutory 14-day cooling-off on a typical land sale. UK- and US-sited questions start on buying from the UK and buying from the USA. The eleven-stage sequence is the buying process.
Frequently asked questions
Can I buy a Tel Aviv apartment without flying to Israel?
Yes, if the purchase is lawyer-led. Banks and the registrar still need a paper they will accept. This is not legal advice.
Do I have to sign the power of attorney in Israel?
If it is signed in Israel, Notaries Law, 5736-1976 s.20 requires a notary to draft a general or land-registration power of attorney or to authenticate the signatures. This section does not apply to a power of attorney given abroad according to the laws of the place where it was given. We publish no apostille fee.
How much is the official Israeli notary cell for a first signature in 2026?
The official 2026 Notaries (Service Fees) Regulations, 5739-1978 first-signature cell is ₪197 plus VAT (item 1(a)). Each extra signature on the same paper is ₪77 plus VAT. That is a Justice-Ministry tariff, not a lawyer's drafting bill and not a US or UK apostille.
Do I need an Israeli bank account to buy remotely?
Not to complete a typical purchase. The usual receiving account is the lawyer's trust account (חשבון נאמנות). An Israeli mortgage is the common case that does need a local account. Israel has no third-party escrow industry as standard.
Will a remote purchase be reported to IMPA?
A cross-border transfer of ₪1,000,000 or more is an automatic bank report under the 2001 Banking Corporations Order already published on the transferring-funds page. On the July 2026 hood-panel median ticket a non-resident cash-to-close is ₪2,894,200 — 2.9× that threshold. The report is threshold, not suspicion.
Are the keys the same as owning the flat if I never fly in?
No. Delivery of the sold asset is by placing it at the buyer's disposal. That is possession. A land transaction requires registration; the transaction is completed by registration. A transaction that was not completed by registration is treated as an undertaking to do a transaction. A remote close does not skip registration. We invent no days-to-keys statute.
Is there a typical remote-buyer deposit percent?
No official second-hand deposit percent is on this disk. Sale Law defaults to pay-on-delivery. A defined builder-seller may not take more than 7% of the price unless a listed 1974 security is given. On the July 2026 citywide median asking ₪4,850,000 that 7% cell is ₪339,500 — labelled illustration, not a typical resale invoice.
Does buying remotely give me residency?
No. A Tabu entry is title, not a visa. Israel has no property-for-residency programme. A remote close does not mint a residence license.
