Appraisal (Shamaut) in Tel Aviv: The Licensed Opinion, Without a Guessed Fee
An Israeli appraisal (shamaut) is a licensed opinion of value, not the listing price. Only a person on the Council of Real Estate Appraisers’ register may charge for one or use the title. A mortgage bank will not lend against the listing. We publish no citywide fee: there is no official tariff.
The reserved title, and why it is not a price
real-estate appraisal / valuation (שומת מקרקעין) is a licensed opinion of what a property is worth. Section 1 of the Real Estate Appraisers Law, 5761-2001 (Sefer HaChukim 5761, 436) defines a real-estate appraiser (a person on the register) (שמאי מקרקעין) as a person entered in the register of real-estate appraisers (פנקס שמאי המקרקעין), and an appraisal as including a valuation of income from real estate plus any function a statute has reserved to that profession. The Council of Real Estate Appraisers (מועצת שמאי המקרקעין) sits in Jerusalem (s.3) and keeps that register (s.6).
Section 13 is the consumer-protection line. A person shall not engage in real-estate appraisal as a paid service to others unless they are on that register. Doing so is a fine under Penal Law s.61(a)(4). Impersonating an appraiser, or using the title or a similar designation that may create that impression, is one year’s imprisonment or the same fine. That is a licence rule. It is not a Tel Aviv shekel tariff. The statute never publishes a typical fee. Our tracked listing panel has no fee field. English-language listicles that quote one round number for “an appraisal in Tel Aviv” are inventing a cell the official file does not contain.
Who may sign the report
Registration is not a short course. Section 7(a) requires a recognised academic degree — or a foreign degree the Council has recognised as equivalent — the examinations held before and during internship, an internship in Israel of 1 year at no fewer than 40 hours a week or 2 years at no fewer than 20 hours a week, and a final examination the Minister of Justice prescribes after that internship. The Council may still refuse a fit-and-proper applicant. A person whose registration is suspended is not an appraiser for the reserved-title rule (s.13a).
A court will not take a real-estate appraisal unless a licensed appraiser prepared it (s.12), with a narrow exception for an Income Tax and Real Estate Tax official or a Customs and VAT official acting in the course of their duties. Ethics regulation 1(3) then adds a visit rule: a court-bound opinion must rest on a personal visit by the appraiser who signs it. Any other opinion must rest on a personal inspection by that signer, a partner, another appraiser, or an intern in the office. A report that omits the Schedule particulars is itself unbecoming (reg. 1(16)). A 120 sqm (1,292 sqft) flat and a 70 sqm (753 sqft) neighbour are different inspections. They are not different statutes.
Independence: not the agent, not a success fee
Section 14 says an appraiser shall not practise in a way that conflicts with the client’s interest or that risks the trust and reliability the profession requires. The 1966 ethics regulations (KT 5726, 712) name the cases. Regulation 1(1) requires the service to be fair, independent, and according to accepted standards. Regulation 1(2) bars a personal or indirect interest in the property. Regulation 1(4) bars a partnership with a person who is not an appraiser.
Two conflicts matter on a Tel Aviv purchase. Regulation 1(11)(1) lists appraising a property the same person is brokering — or brokering a property they have appraised — unless 3 years have passed between those acts. Regulation 1(11)(2) lists the same 3-year gap for acting as the lawyer on that property. The person who showed you the flat on the agents index is not the person who should then sign its value. And regulation 1(8) forbids a fee that depends on the outcome of the service or of a case connected with it. A temporary order allowed a capped contingent fee on certain appeal work for engagements made through 2026-07-06. That window has closed. “I’ll get the number up and take a cut” is not the standing rule.
What the mortgage cap does when value is not the listing
A cash buyer has no statutory duty in this file to commission an appraisal. A non-resident mortgage is different. Israeli banks commission an independent appraisal once there is a signed contract, and they will not treat the listing as the value they lend against. Our entry-ticket file applies Bank of Israel Directive 329 loan-to-value caps of 50% for a non-resident and 75% for a resident’s single home. How those tracks mix is on how Israeli mortgages work. The person who shops that housing-loan file across banks is an Israeli mortgage broker (yoetz mashkanta). We did not re-fetch the Directive 329 PDF this run — the Bank of Israel host blocked an unattended pull — so the “lower of price and appraisal” wording stays the operational fact already on the mortgages page, not a new statutory quote.
The arithmetic is still ours. The citywide median asking price in July 2026 is ₪4,850,000 ($1,310,811 / €1,212,500 / £1,021,053; n = 1,037 tracked active listings). At the 50% non-resident cap, the loan is ₪2,425,000 ($655,405) — and the cash down is ₪2,425,000 ($655,405) — if the appraisal meets that price. Every ₪100,000 ($27,027 / €25,000 / £21,053) the appraisal sits below the contract is ₪50,000 ($13,514) off that loan. That is a formula. It is not a typical Tel Aviv haircut, because we do not have one.
What our tracked panel can say without inventing a fee
We will not publish a citywide appraisal fee. There is no official tariff, and the tracked listing panel has no field for it. What the panel does record is how far current asking ₪/sqm sits from recently registered closed ₪/sqm — the asking-vs-closed spread, published only where both sides reach n ≥ 20, and never a paired same-flat comparison. That spread is not an appraisal. It is the reason an independent opinion exists: the listing and the registry already disagree, in public, on the same streets.
Of the 11 neighborhoods that currently clear both gates, 3 ask above the median registered closed ₪/sqm and 8 ask below. The widest asking-above-closed row is Jaffa / Noga at 13.5% (asking ₪49,844/sqm, 4,631/sqft, versus closed ₪43,919/sqm; n_asking = 22, n_closed = 45). The widest asking-below-closed row is Florentin at -18.3% (asking ₪50,568/sqm versus closed ₪61,875/sqm; n_asking = 117, n_closed = 31). Snapshot versus trailing. Our implied median tracked apartment is 88 sqm (950 sqft) — July 2026 median asking ₪4,850,000 divided by ₪54,945 per sqm ($14,850 / €13,736 / £11,567 per sqm). That size is a ratio of two medians, not a surveyed floor plan, and it is the same implied size the arnona page uses. It is a reasonable starting point for what an appraiser is looking at. It is not a fee.
What we still will not invent
Four things we will not put a number to. A citywide shekel fee: no official tariff, no panel field. The ₪2,000 line on the lawyers and costs worked example is labelled there as an indicative flat estimate, not a tariff. A statutory duty on a cash buyer: these instruments reserve the profession; they do not bill a buyer who pays without a bank. A verbatim Bank of Israel definition of “value” fetched this run: the BoI host blocked the unattended pull. That the asking-vs-closed spread is your appraisal: it is a neighborhood statistic on two different samples, stated on methodology. Ask the bank which panel appraiser it will instruct, and ask that appraiser for their registration, the same way you ask the committee for va’ad bayit — about that building, in writing.

Does a cash buyer have to commission an appraisal?
These statutes do not impose a municipal or statutory duty on a cash buyer to order one. They reserve the paid profession and the title. A lender that conditions a mortgage on an independent appraisal is imposing a private loan term. A cash buyer may still want one as a check against the listing — that is a choice, not a number in this file.
Can my real-estate agent also be the appraiser?
Not on the same property, except after a 3-year cooling-off. Ethics regulation 1(11)(1) lists appraising a property the same person is brokering — or brokering a property they have appraised — as a conflict with independence. The same 3-year gap applies to acting as the lawyer on that property (reg. 1(11)(2)).
Can an appraiser take a cut of a higher valuation?
The standing ethics rule forbids it. Regulation 1(8) makes setting or receiving a fee according to the outcome of the professional service, or of a case connected with it, conduct unbecoming the profession.
