Home Insurance in Tel Aviv: The Official Standard Policy, Without a Guessed Premium

Israeli apartment insurance follows an official standard policy, not a Tel Aviv monthly tariff. The 1986 contract, last amended in 2015, covers the structure and treats earthquake as on unless you waive it in writing. War, enemy action and terrorist attacks are excluded. We publish no citywide premium: the regulations set terms, not a shekel price.

The official contract, and why it is not a price

apartment / structure insurance (Chapter A) (ביטוח דירה) is the structure chapter of Israel’s regulated apartment policy. Regulation 1 of the Supervision of Insurance Business (Terms of Contract for Insurance of Apartments and their Contents) Regulations, 5746-1986 says a contract for insurance of an apartment and its contents shall follow the terms and wording in the Schedule — the standard policy (פוליסה תקנית). Structure-only or contents-only cover uses the matching chapters. The instrument was published in Kovetz HaTakanot 5746, 882, then amended in 1994 (KT 5754, 494) and 2015 (KT 5775, 780). Regulation 6 lets an insurer change a term only if the change is in the insured’s favour.

That is a schedule of terms, not a Tel Aviv shekel tariff. The regulations never publish a monthly premium. Our tracked listing panel has no premium field. English-language listicles that quote one monthly number for “Tel Aviv home insurance” are inventing a figure the official file does not contain. This page states the legal rules we can source, joins them to what our tracked panel and the CBS construction-inputs index actually record, and leaves the premium to a quote on the apartment you are buying. It sits next to arnona and va’ad bayit on the holding-cost line that every gross-yield caveat already names and does not number.

What Chapter A actually insures

The Schedule defines the apartment as the residential building named in the specification, including balconies, pipes (including gas), sewage and plumbing, heating, air-conditioning, boilers, solar water heaters, the telephone and electricity installations that belong to the flat, gates, fences and paved paths, and every fixed part of the apartment or permanently attached to it. If the flat is in a condominium (bayit meshutaf) — registered, or unregistered with at least two apartments — the definition also takes in the insured’s share of the common property and any special attachments, including a storeroom. A 120 sqm (1,292 sqft) flat and a 70 sqm (753 sqft) neighbour are different sums insured; they are not different statutes.

Chapter A then lists the insured events: fire, lightning, unusual smoke, explosion, wind faster than 30 knots (including rain, snow or hail at that time, but not rain soaking through walls or the ceiling), aircraft, a vehicle colliding with the building, malicious acts (except while vacant, or by the household), theft and burglary except while vacant, riot, earthquake including a tsunami caused by an earthquake unless waived, and flood from an external water source. Water leaking from pipes is not on that list. Regulation 3 makes water-and-other-liquids an optional extension the insured must ask for and the insurer must accept, and it drops away while the apartment is unoccupied for more than 60 consecutive days. A foreign landlord who leaves a flat empty between tenants is in that vacancy rule, not in a special non-resident chapter.

Earthquake is on; war and rockets are not

Regulation 5a is the load-bearing consumer protection. The standard policy covers earthquake to the apartment or its contents unless the insured waived that cover, the insurer documented the waiver, and the schedule states it. You may waive the whole policy or only the structure chapter or only the contents chapter. The earthquake tariff is shown separately on the proposal at the deductible levels the Commissioner of Insurance approved. If you neither waive nor pick a reduced deductible, cover sits at the highest approved deductible for that insurer. Quakes within 72 hours of the first count as one event for that deductible. An English explainer that treats earthquake as a paid extra you must remember to add is describing a market older than the 1994 amendment.

The same chapter then excludes war, enemy actions and terrorist attacks (War, enemy actions, terrorist attacks (piguim habalaniyim)), plus civil war, nuclear events, and government seizure. Chapter B repeats the same exclusion for contents. A mamad is a reinforced room the building code has required in new residential construction since 1992. It is a physical shelter. It is not a war-damage endorsement. The standard policy never names a mamad. The structure definition covers every fixed part of the apartment, so a permanently attached safe room sits inside Chapter A for fire, earthquake and the other listed perils — and still sits outside Chapter A for rockets. Mixing those two facts is how listicles invent a “mamad insurance” product the official file does not contain.

Contents, third-party, and the underinsurance split

contents insurance (Chapter B) (ביטוח תכולה) is Chapter B: every thing and object in the apartment that the insured or family own, hold or are responsible for, minus a listed set (vehicles, animals, securities, weapons, business stock unless scheduled, and others). The perils match Chapter A, including the same earthquake default and the same war exclusion. third-party liability (Chapter B1 — only if stated in the schedule) is Chapter B1 and applies only if the schedule says so. The optional Chapter A1 additional-sum cover pays an extra amount, at least 100% of the apartment sum, when an earthquake destroys at least 70% of that sum in a condominium or a demolition order follows — again, only if the schedule states it.

The underinsurance rule is not the same on both sides. Schedule s.3b turns off Insurance Contract Law s.60 for the structure chapter: a short structure sum does not shrink a Chapter A payout by ratio. Schedule s.8b turns it on for contents: if at the moment the contract is made the contents sum is at least 15% below the value of the contents, the insurer pays in that ratio, unless the insurer itself set the sum. Schedule s.11 then indexes the two chapters to different CBS series. Structure sums follow the residential-building construction-inputs index (madad tashumot ha-bniya la-megurim, the same CBS series 200010 the off-plan madad page already uses). Contents sums follow the consumer price index. As of July 2026 that construction-inputs index stood at 103.5 (July 2025 = 100), +3.5% over twelve months and -0.1% on the month.

What our tracked panel can say without inventing a premium

We will not publish a citywide monthly home-insurance premium. There is no official tariff, and the tracked listing panel has no field for it. What the panel does record is whether a listing reports a mamad — the feature buyers keep asking an insurer to “cover” even though war and hostile acts are excluded. On the amenity-flagged tracked panel (1,028 active Tel Aviv-Yafo rows, July 2026), 48.4% report a mamad (n = 498 with / 530 without). 67.2% report an elevator and 57.5% report parking. The modern package — lift, parking and a safe room together — appears on 377 of those 1,028 rows (36.7%).

Our implied median tracked apartment is 88 sqm (950 sqft) — July 2026 median asking ₪4,850,000 ($1,310,811 / €1,212,500 / £1,021,053) divided by ₪54,945 per sqm, n = 1,037 tracked active listings, per-sqm n = 987. That size is a ratio of two medians, not a surveyed floor plan, and it is the same implied size the arnona page uses. It is a reasonable starting point for a structure sum. It is not a premium.

Against the citywide median asking rent of ₪10,500 a month (₪126,000 a year; $34,054 / €31,500 / £26,526; n = 1,529, July 2026) the arnona band we can number is a few percent of a year’s rent. Insurance sits in the same 2.77% gross-yield caveat — before this policy, before arnona, before va’ad bayit, and before rental-income tax — and it does not get a shekel cell on that table. Adding one would be an invented number.

The statutory track the policy points you to instead

When the standard policy excludes war and hostile acts, it is not leaving a silent hole. Chapter 8 of the Property Tax and Compensation Fund Law, 5721-1961 — Chapter 8 (Compensation) defines war damage (physical damage to an asset) (נזק מלחמה) as physical damage to the body of an asset caused by war operations of the enemy’s regular armies, or by other hostilities against Israel, or by war operations of the Israel Defense Forces (s.35). A building is inside that chapter’s definition of an asset. Section 36 says compensation is paid for damage, and sends the rates, the entitled person, and the claim machinery to regulations the Minister of Finance makes with Knesset Finance Committee approval — including the 1973 war-damage payment regulations.

Section 36a is the deadline that actually matters after an event: notice of damage to the director within 14 days, and a compensation claim within 3 months. We will not invent the shekel rate those 1973 regulations pay on a Tel Aviv flat. The official file we can cite here is the existence of the track, the definition of war damage, and those two clocks. A lawyer or the Tax Authority’s compensation desk, not a listicle average, is the next document after a hostile-act hit. Mixing that track with the insurer’s schedule is how “your policy covers rockets” gets written.

What we still will not invent

Four things we will not put a number to. A citywide monthly premium: no official tariff, no panel field. A separate mamad-insurance product: the standard policy never names one. A statutory duty to insure, or a required insurer: these regulations prescribe the contract if you buy one; they do not bill a cash buyer. A lender may condition a mortgage on a structure policy assigned to the bank — that is a private loan term. The Compensation Fund’s shekel payout on a given flat: s.36 leaves rates to regulations we are not republishing as a Tel Aviv average. Ask the insurer for a quote on that address the same way you ask the committee for va’ad bayit — about that building, in writing.

Does apartment insurance cover rocket fire or war damage?

No. Chapter A and Chapter B of the standard policy both exclude war, enemy actions and terrorist attacks (War, enemy actions, terrorist attacks (piguim habalaniyim)). A mamad is a physical shelter, not a substitute for that exclusion. Physical war damage to an asset is a separate statutory track under the Property Tax and Compensation Fund Law, 5721-1961 — Chapter 8 (Compensation) (s.35–36), not a cell on the insurer's schedule.

Is water-leakage damage included automatically?

No. Regulation 3 makes water-and-other-liquids an optional extension the insured must ask for and the insurer must accept. It covers escape or leakage from plumbing or heating, including another unit in the condominium, but not the cost of the water and not rust of the pipes themselves. It does not apply while the apartment is unoccupied for more than 60 consecutive days.

Does a mamad need its own insurance policy?

The standard policy never names a mamad. A mamad is a permanently attached reinforced room. The structure definition covers every fixed part of the apartment and, in a condominium, the owner's share of common property. We do not invent a separate mamad-insurance product or a shekel premium for one. On the amenity-flagged tracked panel (July 2026, n=1,028), 48.4% of listings report a mamad.

What is underinsurance (bituch haser) on an Israeli apartment policy?

On the structure chapter it does not apply: Schedule s.3b turns off Insurance Contract Law s.60 for Chapter A. On contents it does: if the contents sum is at least 15% below value when the contract is made, the insurer pays in that ratio (Schedule s.8b), unless the insurer itself set the sum. Structure sums follow the construction-inputs index; contents sums follow the consumer price index (Schedule s.11).

Must a cash buyer in Tel Aviv buy home insurance?

These regulations do not impose a municipal or statutory duty to buy a policy. They prescribe the contract if you do buy one.
